I'm not sure but i guess that the red bar is PNG layout so maybe just edit it in photoshop and link new media to it

AFAIK, the only changeable BG graphic of the included XAML Tickers in vMix is the "TickerHD2.xaml".
The other two don't give you an option to change it.
Theoretically, you could use the "TickerHD3.xaml" as a Multiview overlay on top of a BG of your choice, which would probably work just as well.
