Is there anyway to load a video clip and set in/out points?
I have a great long clip with many scenes. Ideally I'd just load the clip one time, and make virtual sub-clips using different in/out points.
It would be a lot of work to cut the clip down into separate clips. It would also cost image quality to render out to new sub-clips.

Could you somehow use the shortcut commands "SetPosition" combined with "MarkIn/MarkOut" as various shortcuts or maybe externally reading through a list of timepoints and sending those commands scenario?

I use the excellent Videoredo -- the most exceptional software besides vmix.
It can easily cut with no rendering. I can cut down a 2 hr file and export in 2-3 min.

I don't know how big the clip is or how much drive space you've got but a simplistic work around would be to make several copies of the file with different file names, load them into vMix and set different in/outs for each copy.
