I can't find the EULA for Vmix Desktop Capture, is there any limitations on it as far as using it with other programs like Newtek NDI Transmit or can it only be used with Vmix?

All NDI® software is compatible with each other. You can certainly use vMix Desktop Capture with NewTek NDI Transmit.
