We use vmix for our radio livestream

so we need to switch from Live to Offline playlist.

now we need to :
- stop
- change playlist
- start

but if we can program F1 to change the playlist to live
and F2 to off-line it will be easyer for our jocks to do this.

can you explain a little more ? if you have one source that is on live and one playlist, you only need to add one shortcut, so when you press "F1" for example cut/fade to input1(live) and "F2" to cut/fade to the input2(playlist) uses automatically play on transition.

This should be possible with the Shortcut Functions:

StopPlayList
SelectPlayList
StartPlayList

Applied in that order to the same "Cloned" key (i.e. F1 for Playlist 1 and F2 for Playlist 2)
Or to each their own key and then added to F1 and F2 respectfully in the Advanced tab.
(I assume you have two distinct "Playlists" that you need to switch between)
