Output of display to two places

Hello All,
I have a complicated need.
I have a laptop and a camera. I want to do two things:
1) Take output of camera to youtube live
2) Also want to start skype video call with someone and send the same video from camera.
When I try to do that, it seems both above can not capture the same camera at the same time. Is there way I can achieve that?

in vmix add the camera, change the setting of external in vmix to 720p25 for example, start the external, configure the stream with youtube rtmp and key, and in skype uses vmix as webcam and mic, configure the record in vmix and start the record.

Would there be a lag if I connect to skype through vmix. When I broadcast with youtube using Vmix and I notice lag of around 10 seconds.
