I had a similar issue but figured out they were VST 2 plugin's.

They need to be VST 3 64bit plug in's.

The same for me. Some vst plugins are just a library (.dll). Where to put them?

Plugin files with .vst3 extension should be placed to C:\Program Files\Common Files\VST3
Doesn't work with .dll files on my system.
