I have two independent inputs that are not linked:

-- Local HDMI camera input (video only; no audio input)
-- Separate USB mic audio input (audio only; no video input)

What is the best way to link the audio input to the camera? I need the audio active at all times (except if I choose to turn it off), not just when it is streaming as Program.

Audio inputs should be active always by default.

The camera input and audio input are not the same. What is the best way to link them?

Simply turn off "automatically mix audio" on the audio input, then turn the audio input on. You can also link the two by selecting the appropriate audio device when setting up a new camera input.

When I do that, the audio inputs are listed this way:

Embedded12
Embedded34
Embedded56
EmbeddedAllChannels

So, I am unsure which channel corresponds to which device.

You will need to try one by one. It is how windows is describing your capture device. Please refer to ZenVideo's answer in the duplicate post you have submitted.
