Some cameras have this feature, but the software would cache x number of seconds and then tack that on the front of the clip after the record button is actually pressed. Also in the same manner, to have the record button have a delay off. so when the record off is triggered it records of x number of seconds after the trigger.

For a PreRoll one could Have a NDI input of the camera Source and add a delay there (Input Settings - Advanced)
EndRoll Through a script specifying a Sleep(xxx) before the actual stop recording (Script called by your stop recording instruction)
That is for Clean camera feed
Hope this helps
PS Like the idea if the Stop recording instruction would cater for it though :-)
