I have a question about how to calculate ABR streaming costs...

If one is streaming multiple streams for example, as follows:
1. 1280X720 at 2000 kbps
2. 854X480 at 750 kbps
...and lets say the stream is x hours in duration for say, 100 viewers.

It stands to reason that some viewers with high speed capability (e.g. 25) will watch the HD stream and others (e.g. the remaining 75) can only watch in SD.

Not counting any upload bandwidth costs, will the aggregate cost of the download side of the stream be a sum total of the 2 streams as HD or partially HD & SD of the 2 separate streams?

It depends on your OVP. You should ask them how they will charge you, there is no rule about this.
