I have trigger set to turn off a Countdown to Time overlay when the countdown completes. The trigger simply does not go off. If I use a standard countdown clock in the title editor the trigger works fine. Is there anyway to base triggers off the Countdown to Time?

There is no such thing as Countdown to Time trigger

after the the script Timer reached the time, the script stops but I want it to start every 24/7 at a specific time. Any suggestions?

Adapt the script to your needs. What you saw ws just an example to get someone started to personalize for own specific needs even if that would be triggering the coffee machine each morning
