Many callers coming in are at 15fps instead of 30fps. I know I've had some at this frame rate and lower resolution images when they have poor signals. But, some in callers have very good signals at 1800-2000kbts with 1280x720 resolution at the 15fps frame rate. They are using web cams, Logitech I believe. I suspect there may be a setting they can adjust on their end. Would appreciate any direction.

Webcams will lower the frame rate if there is a low light situation. Some webcams might have an option to turn that off, which will give you a darker image.

Better is to tell the callers to add more light.
