I needed the exact same setup as the original poster using a fullscreen multiview showing 8 inputs with the preview and output for the video controller and a separate 4 camera display for the PTZ camera operator. The PTZ operator needs to see which cameras are selected for the preview and output.
I was able to create this 4 camera display with a colored frame around each to indicate if it is selected for preview or output using the vMix web tally interface. First I used a web browser to find the URL of each of the tally indicators for each of the 4 PTZ cameras in the form of http://<vMix PC IP>:8088/tally/?key=d1ef7251-0440-4ca2-af75-1ab3c9a6197d (each camera will have a different key) and then adding a web input for each of the cameras using these 4 URLs. Next I created a multiview input with each of the 4 tally inputs taking up a quarter of the screen top left, top right, bottom left, and bottom right. The camera view can then be overlayed on top of each of these centered and slightly smaller so that the tally appears as border around the camera view.
In the same way labels could be overlayed on each camera view as the original poster wanted to do. The only requirement that is not met is the audio meters which in our setup the PTZ camera operator does not need since the audio is not coming from the cameras but from a separate audio mixer with another.

For my use case, i would actually prefer to just have preview and program available as an Input in vMix. That way, you could create your own multiview by arranging multiple Inputs in a blank Input. For Tally, you could overlay a graphic which is changed via the web api / scripting, or maybe it's possible to add a feature to vMix Titles to change colors based on previewed / active input?
