Syncing live audio with recorded video

I have a video that has a rhythm that I need to be able to count along to live.
Of course when I record/stream, I'm counting right on the beat, but when I play it back (and what people hear) is my voice coming in a half a beat late.
I've done the WHOLE FREAKING RANGE of delay on the video itself, and nothing makes a difference on the recording.
My voice is sync'd perfectly with the camera signal. It's just when I play local video OR audio that what I'm doing live comes out slightly delayed on the other side.
Surely there is a way I can sync this so that my voice is in sync with the audio of the recording on the other side of the broadcast or recording.
Can anyone help with this? Thanks!
Bob

Is it sync in vMix monitoring it. Or is it unsync there already?
