Can I receive video source from zixi via IP to vMix then make a rundown add some insertions (videos, commercials etc) then forward it to IPTV Provider through IP in real time?

If I understand you correctly, the answer is yes if you are part of the Zixi Ecosystem. Real time is relative to latency of incoming feed, system latency, and latency between vMix output and IPTV.
