What are the minimum specs for a machine to run vMix at 60p?

I am working on a machine right now that will not get above 40-50 fps while set on 60p.

Here are my specs:
i7-2600
12gb ram
Windows 7 64bit
Radeon 6950 2GB ram
Decklink Mini Recorder
Intensity Pro

I agree I have always had bad luck with Radeon cards for streaming, and I've been doing live webcasting since 2005.

An Nvidia GeForce should only set you back $200
