I'd like to use vMix Call on Windows 10 but with desktop capture instead of webcam input. So, I'm in the market for an app that can manifest the desktop as a virtual webcam selectable in Chrome site settings. Ideally, the capture should have support for cropping and desktop extended on to second monitor, but without any other bloat such as adding special effects.

If no such app exists, are there other ways I can shoot a desktop over the public internet to my vMix without having to resort to doing it with Zoom-to-vMix?

Follow up question: If I have a Windows 10 program that accepts a virtual webcam input, are there any apps that can convert the desktop to virtual webcam? I know I can do it with NDI, but am wondering if there are any other programs that might be better?

Medialooks VT is one option. You can send remote desktop into vmix or any other app. Either way over NDI or via a virtual device. It adds other benefits as well.
