I'm trying to learn how to use a color checker.

Can someone tell me, wthat scale are the lines in the RGB Waveform? IRE, grey percentage or something else?

What confuses me is, that if I save an image of of color checker where one of the squares is 40 IRE (which I guess is 18% grey), and I crop the square, the waveform is at the 60-scale line. Why is that?
