It would be great if we could get a 90 millisecond refresh rate, instead of the 100 minimum. When tenth of the second matters for a scoreboard, 100 milliseconds sometimes misses an update, causing a skip.

if you are talking about the actual visual updating does a viewer actually notice this ? doubt it unless you focus on it.
In the end when "counting" stops it will be the correct value anyway.
Have used "fake" counters (less skipping beats) which in the end were replaced with the actual time and honestly very hard to notice (saved on source poling though ;-) ) and is basically what a lot of (remote) timer displays do
