Once a camera input has been defined... is there a way to determine what resolution and frame rate it is actually sending?

Most cameras have an out status feature in the menu. Most capture cards provide dedicated software to analyse input. Magewell and BMD for example...
FFMPEG also can be used. When capturing a signal via a capture card it shows realtime detailed information about input: metadata and stats

Thanks, but I am interested to see what vMix is actually ingesting. I am using hdmi to USB adapters as well as webcams, so some of the tools you mentioned are not readily available. It would be nice if the statistics screen could surface some of this information. zoom has a similar, very useful screen

The difference is that Zoom doesn't let you set the resolution. It presumes to know best, but reports what it's getting.
Some capture devices have scaling engines on-board. They can accept a signal from a source, and scale them to suit your production. So when you ask vMix to set the resolution of the input, you may be telling the capture device to scale it.
If it chokes on the resolution, the device has no scaling engine, but your selected setting does not match the source. vMix responds with an error message that typically indicates the signal resolution.
When the source resolution doesn't match the project, vMix will scale it if the capture device cannot.
