For a few years we've been producing live webcasts for a client using vMix, and they have now begun to develop the ability to conduct these themselves. Yeah, I know, it's sad to lose this. Luckily, at least for now, they are still pulling us in to oversee the operation until they can get a bit more experience.
We've always broadcast using a variety of streaming services, and have always experienced a ~30 sec delay in the stream. However, the client is streaming to GoToWebinar, and I was amazed to see the delay at less than 1 second! I have no idea how this is even possible. Any ideas?

Nothing specific, but this is not surprising. Video conferencing tools/services are designed incur minimal delay as that's required to have a conversation. GotoWebinar was derived from GotoMeeting, which is such a tool.
When you use a Hangout there's minimal delay between participants.
If it's a Hangout OnAir there's a delay as Google processes the Hangout stream to YouTube for the one-way stream.
