Wirecast allows us to create multiple destinations as a backup in case one of the channels on a CDN (e.g. DaCast) goes down during an event. Using this feature, one can immediately switch over to the backup destination URL to prevent interruption of the event webcast.
This does not appear to be possible in vMix (or am I wrong)?
E.g.
The main stream URL would be: rtmp://dclive.dacast.com:1935/live-xxxxxx
and the Backup URL would be another URL.

Yes you can do this in vMix. please read the help files, knowledge base and search this forum for details.
The big issue for you in this scenario is how you redirect your viewers to the backup stream, which is not an encoder issue but a publishing one
