Could you provide your system specifications, Windows version, CPU, graphics card etc. The bitrate is the average bit rate and may be smaller if there is not much happening in a scene and other factors.

The encoding method for the MP4 encoder in vMix is "VBR" or variable bit rate. This means it wont be exactly 25mbps like the MPEG-2 but it can be that high depending on the complexity of the scene.
