Basically, I'd like to see shortcut that seeks video file based on defined time or frames. In addition, since we have MarkIn and MarkOut functions already, I'd like to see possibility to define time/frame. This use case would be awesome for animated graphics. Let me demonstrate.

Graphics example:

First number is framecount, second is timecode.

You can see, that this graphics has following parts:
Animate In with bottom bar
Hide bottom bar
Animate Out

If we had seeking and marking in/out based on time/frames, I could do the following:

Shortcut 1 - Animate in with bottom bar
OverlayInput1Out
MarkReset
SeekVideo to frame 0 (or Restart)
MarkIn at frame 0
MarkOut at frame 80
OverlayInput1In

Shortcut 2 - Hide bottom bar
MarkReset
SeekVideo to frame 80
MarkIn at frame 80
MarkOut at frame 150
Play

Shortcut 3 - Animate Out
MarkReset
SeekVideo to frame 150
MarkIn at frame 150
MarkResetOut
Play

In this example SeekVideo is not really used that much thanks to MarkIn/Out

But if we take Golf for example, sadly, I do not have access to this graphics at this time, but we have animated scorebug which has bottom parts alike.
For birdie
For par
For bogey
etc.

Since we have to show different people, I could use SeekVideo to jump between different terms very fast, and in a animated form.
