Consider an image or shot with multiple people/objects in the scene. For example, a sports team standing in lineup order.
We often crop the visual down to a single headshot. We do this repeatedly for each player. It's tedious and repetitive work. When not done exactly correctly the source image can be aspect distorted.
The situation would be improved is we had a crop window offset function.
The crop window would be defined using the existing crop sliders. That results in two X,Y coordinate pairs.
A new pair of X,Y offset sliders would allow the window to be shifted around the scene. Thus one crop window could be more easily moved from player to player without any risk of the source image or crop window dimensions being altered.

I don't know the context of your production but here's a method I use from time to time that works perfectly for what you're asking
> create a blank multiview input > add your cam input as overlay 1 > add your graphics as overlay 2 on top
If your graphics has a "hole" in it (PNG with transparency), then you see the cam input below in the hole only. Thus you don't need to crop and you can move the cam input easily.
Maybe not exactly what you're asking for but this works perfectly

Yes, that's what I would do as well. I'm as comfortable in Photoshop as anywhere.
This request was actually inspired by a post to the Streaming Idiot's page on FB. Not sure what tools they are most familiar with or have available. The requirement for PS pre-prod may be an issue.
As I read and re-read their request it occurred to me that I've used similar tools in old DVEs and graphics systems. Once you establish a crop window, X/Y offsets are straightforward.
The fact that it's not dependent upon a static mask image might present other opportunities to use transitions.
