Can Colour key parameters be set by a shortcut?
Can Colour key be toggled on and off by a shortcut?

I looked through the list, and nothing seemed obvious.

I think the answer to your questions is no, at least to the best of my knowledge, but I am curious as to what the application of such a feature would be?

If it is simple a matter of turning off the entire chroma key the following can be done:

1. Right click cog icon of input with chroma key enabled and select Create Virtual Input
2. Go to Input Settings of the new input and untick "Use Source Settings" and adjust or turn off the chroma key as needed.

Then you can switch between the inputs to effectively turn it on or off.

I have been using the virtual input approach and it works fine, but am trying to simplify things even further, hence the question.

For those interested, the use case is having a camera pointed at a cutting tool on a lathe.

The task is to put a colored paper background under the cutter, key out the background and make a png still photo of the cutter, then remove the paper.

Next overlay the still photo on the live camera feed so that the operator can see the position of the cutter when the cutter is hidden inside an object.

I have this working just fine, using a virtual input, but I am looking for the most concise approach.
The implementation is to make updating the photo a single button operation when the cutter orientation is changed.

I have this all working fine, but I am trying to eliminate any unnecessary steps, and noticed that I could not find any automated color key controls that would let me turn the live camera input's keying on and off as needed... so I went with the virtual input workaround.

Ideally, having control over the keying process itself would make it easier to automate the initial keying out of the background.

There's one application I can think of where a shortcut (or remote/API) control to toggle the ChromaKey function On/Off would be useful. If using a title sequence such as the opening/closing of Tom's Streaming Idiots show, which features an animated transition (the opening/closing metal jaws) at one end or the other, the method used is to have those jaws on a green background and use ChromaKey to overlay them. The downside is that you can't have anything green in the rest of the sequence unless you use the Virtual Input approach (or something similar involving switching inputs dynamically), whereas switching the effect on/off within the same input (at the appropriate time) could possibly provide a more efficient solution.
