Hi!
WebRTC adjusts bitrate automatically depending on available bandwidth.

If you really want a specific bitrate, you could use vMix at the callers end rather than use the website.

The caller installs vMix Click "Add Input" Click "Video Call" Click "Connect to call" Enter the Name and Password for the call. Select video bandwidth from dropdown to specify return bandwidth.
Then separately; Click "Add Input" then select your camera and repeat if you need to add a separate mic.
By using this method you can specify a strict bitrate.

To be clear, the solution described above is basically using vMix call to trunk between two instances of vMix.
Since you have control of the bit rate of the feed to the far end of a vMix call, when both ends are vMix, you have explicit control in both directions.
Albeit, requiring that both ends have experience with vMix.

This has gotten better because the new version vMix 20 allows the basic versions to "Call out" to another vMix
