I need to record an event where there will be one camera and another laptop with a presentation that has to be captured using NDI, but there will be no connection to an Internet connection.

Of course I will use an Ethernet switch between the 2 laptops but will it work if it is not connected to the Internet? How would the 2 laptops see each other if there is no Network to connect them? I know it has something to do with changing the IP addresses on both laptops but I'm not sure what exactly.

Can anyone guide me on what settings to use?

You don't need an Internet connection. Connecting the two computers together with the switch will work. No need for static IP addresses. Use DHCP on both. I've done it several times with NDI.

Did not work - but I think its something wrong with my copy of vMix! It doesn't even see the other laptop through an internet connected switch on a network!
Guess I should reinstall vMix...

You are quite correct - joined the 2 via a gigabit switch (not connected to the INternet) and NDI worked.
I guess it was a computer gremlin teasing me the last time around! :-)
