A customer wants to be able to record 10 RTSP streams and have the ability to log in from off-site to view and control cameras. Any ideas on how this would work?

You can look for CCTV solutions for IP cameras, they do that in general.

It's also possible with FFMPEG but maybe it's more tricky to operate (although very powerful)

I'd use a Wowza server which can do the recording and the monitoring easy as pie

When you say "control the cameras", does it mean monitor or operate them ?

Remote monitoring is easy with the solutions I indicated.
For remote operation, I think each IP camera comes with a web user interface.

Your job could be simply to create a single user interface that would easily give access (link) to each device interface and display all cameras as a multiview with ability to go fullscreen. The only tricky part could be to handle credentials to avoid your customer to log in 10 times to 10 different control panels.
