@ cruiseweekTV
You are probably best to look into "Microsoft Blend" for creating animated XAML titles. (I'll be bluntfully honest, though, I've not had the time or patience to navigate through the whole Microsoft Visual Studio stuff as I found it quite convoluted and confusing just to find Blend, but please keep us all posted as to how you make out)

No, you can't make animated titles in Title Designer.
Blend in Visual Studio either the 2013 - 2015 - 2017 edition. will allow you to create animated titles.
But not all functions are supported, Not sure which edition is supported in vMix. Asked a while back but never got an answer from Martin....

Why not use a true title program like NewBlue, Heroglyph, or even After Effects, and export with alpha channel, and bring as a .avi file....And if tpu have a few, bring them in as a list, and select them as you need them.......Only disadvantage is that they have to be created ahead of whatever you are doing, or have them done on another system, and bring them in via NDI....so, 2 PCs, one for titles, one for vMix

By that comment I would recommend you to take a look at the free professional CG solution called CasparCG at http://www.casparcg.com/

Best to use Blend for Visual Studio 2013 as 2015 does not include import tool for Photoshop and Illustrator files. It will import all the layers which then can be animated from there. Much better to design in Adobe first then import into blend. Here is demo of my XAML animated titles done in Blend (2013) Australian Sports Network - Gfx sample
