I don't think that NDI decoding support is available on ARM CPUs as of yet. I'm sure it will be something added to the SDK given time.
Be aware that NDI isn't designed to a be distribution format but a production format, it would quickly saturate most wireless networks if you had too many clients trying to use it at once.

Kane--
What are the obstacles in packaging NDI as multicast? Is it technically possible?

NDI wasn't designed for that workflow. NDI is for production, not for distribution. There are already many distribution IP video formats available.
Multicast is a one-way communication. NDI was designed for bi-directional communication, sources and destinations can talk to each other. For example, video and audio can go one way, while commands could be going back the other way. At a lower level, it also makes sure that the destination receives the entire video frame from the source, this is one of the important aspects that makes NDI possible.
Could they make a multicast version of NDI in the future? I suppose it is possible, but it isn't anything that I'm expecting will happen.
