greetings to all, there is the possibility that when you start Vmix automatically can load settings from preset files?
I also need you to go in Vmix recording and start streaming

If you save a preset from vMix, you can launch vMix with that preset by executing the preset file. (for example double clicking the preset file to launch vMix with those preset settings.)
I don't know of a shortcut that could be set to launch on opening vMix however.
You could launch the preset outside of vMix with something like an AutoHotKeys script, wait for it to open, and then have shortcut keys configured to launch recording and streaming, that could then be activated from that Autohotkeys script after vMix was completely loaded.
