Keep dropping frames with my Matrox MX02 mini

I'm using vMix HD Basic, an HP Zbook, Windows7, i7 processor & I am constantly dropping frames. All I'm doing is recording an 768x432 h.264 file from a 1080i input.
Any suggestions?

Can you provide a little more info...
Graphics card?
CPU edition and usage according to 'Task Manager'?
Accommodating different sizes and frame rates, in addition to 'Compressing' and 'Recording' to h264 can be very CPU intensive depending on just how much work you are asking it to do and an overtaxed CPU in that scenario is the most likely cause of dropped frames, but we can't know for sure without a few more details.

Graphics card: NVIDIA Quadro K1100M
According the the vMix settings, the "Graphics Adapter" is an Intel HD Graphics 4600
CPU edition x64-based PC, i700-4700MQ @ 2.4ghz
I'm not doing any keys, PIPs or overlays, just straight record. I know I am not overtaxing the machine, it isn't even breathing hard!
I am inputting 1920x1080i into the Matrox MX02 Mini, using the HDMI input to the Matrox
Under "Record Setup" in the vMix software, I have selected:
MP4
size: 768x432
bit rate 8Mbps
The camera signal doesn't freeze in the vMix windows when the camera isn't being recorded. It always freezes about 2-3 seconds after recording begins.
According to the bar across the bottom of the vMix window:
FPS: 30 or 31
Render Time: 1ms
CPU peaks at 23%

Try a different recording format and see if that makes a different.
Windows 7 is quite slow at MP4 recordings, especially laptops, upgrading to Windows 10 would help with that.
