Is it possible to run vmix on a 2nd pc NOT streaming but be able to capture the output to another pc running and streaming with vMix?

Yes, but you will need two licenses that is all and a way to get the video into the second VMix machine. IE: Capture Device.

Vmix 1 HDMI Out --> HDMI In VMix 2

If you need to duplicate the HDMI out from Vmix 1 (ie watch on a screen @ the same time), buy a HDMI splitter they come in 2 and 4 output varieties.

I do this quite often for another reason (not for streaming).
