Is possible to display two videos at the same time at command, the first a standard video and the second in a new "layer" over the first.
The second video will be a video effect with an object moving on a transparent background

Not sure I understand 100%, but maybe you could try an input video with a multiview of another video (which has an alpha channel, built into the video). You can even position the video.

This is a technique I use to overlay an animated spinning logo (which I loop), I assume it would work ok for any video. Worth a try if you havn't already tried it.

Yes it is possible!

Use any of the "Overlay" channels (1,2,3 or 4 buttons) of the second video Input.
Or set it up with the "MultiView" feature of the first video Input.

Either method will work, it just depends on your overall set-up and personal preferences.
