We plan to develop hardware related to NDI and require the vmix SDK.So,I would like to know how to obtain or download the SDK for vmix.

That's not a thing.

The Shortcut Function Reference in the User Guide provides a list of all of the vMix actions that can be done remotely.

States can be acquired by polling the API.
