Two different streams with different video

I'm trying to operate two streams simultaneously but not include every input in both outputs.
Specifically, I am doing a live sports broadcast that is going to two different locations. I want all of the same cameras and graphics on both streams but I need to cut out the commercials on one of them. Does anyone know if there's a way to include all inputs except the commercials on both feeds?
