I need to capture my tablet desktop into vmix, and key out the background, so I can write with a pen on the tablet and overlay it on video on a projector and the livestream. Its an android tablet with a pen. Please help.

have you tried putting the telestrater on it ?

I have looked at the new feature that was just released to VMix 4kPro and VMix max lisences. I only have vMixHD. Since South Africa is falling apart and the exchange rate is devastating, is there a way to capture whatever is on the tablet screen on vmix somehow? Like one would do with vmix desktop capture, or even ndi tools?

I use Larix Screencaster on my Android. But there are also other apps that support screencasting. You can try.
