Make GT Title Designer Locking Layers ACTUALLY Lock - Locks on layers basically do nothing...

Please allow the locks on layers to behave like actual locks. Things that do not lock:
- Deletion
- Selecting a layer
- Editing of layer
- Editing of layer properties in the tool bar
- Rearranging
- Alignments
- etc etc
