I plan on streaming live events in 4k this year. I was ready to buy a 5080 or 5090 but Id need them by March. That doesnt look like it will happen. I already have a 3060ti, 32GB Ram, Ryzon 3600, elgato 4k60p internal capture card. Is the 3060 ti enough to do 1 4k60p input live stream thats coming from an external camera source connected through the elgato 4k60 card and keep my GPU and CPU usage under 80%. I was willing to upgrade to a 4060ti if I needed but anything more than that and Im getting into 5080 msrp territory.

You are best to test thoroughly with what you've already got.
I suspect your Ryzen 3600 CPU is insufficient for an extensive 4K workflow and so upgrading your Graphics Card to a RTX 5080 or 5090 is not likely to change that a whole lot, yes the GPU is critical for vMix performance, but the CPU is next in line on that and plays a large role as well so should not be overlooked.
Your current system may provide some "decent" results with a simple or modest 4K stream, but I would test to see how far you can push that before you start to encounter issues as that will likely as good as it gets if and when you upgrade your GPU.
