Dropped frames in recording due to slow PC or Internet?

Recordings of the live stream show dropped frames. Is it valid to say this is due to a slow PC? Or could a slow Internet connection also cause the recording to show dropped frames?
I'm asking to decide whether to upgrade our laptop which has a i7 7700HQ CPU from 2016.
We have 2 Bird Dog PTZ using a PoE switch with full NDI, and a HDMI converted to USB for the 3rd camera. All inputs are HD1080. Stream is HD720 at 750k.
Internet connection is wired and should have 50mb upload, and streaming from other laptops are good.

FYI, your internet connection is not likely to cause dropped frames.
And, 750k is really low for 720p. Try 2.5Mb.
