I need to find an efficient way to delay my stream to youtube by 15 min. because there are times when i need to mute the speaker's audio for lengths of 5min or more. So what is the best way to do this?
Is there a way to cut chunks of video out instead of muting the audio, so the end viewers notice it less?

I dont think you need a 15 minute delay to react to some audio one wants to mute (profanity). One can use the videodelay iput for up to 30 seconds, instant replay also can be used for longer times. Skipping parts is then also possible. Unless the speaker is using profanity for 5 minutes or more strait or cutting out such long sections during a delayed live sounds more like sensoring IMO

Sorry i wrote the purpose for this was profanity but that was an easy example. Actually sometimes some sensitive topics are being discussed so we would like to censor some specific things before they are broadcasted.
So those topics can last around 5-15 min. So it would be better if we can find a way to cut those parts out rather than mute.
Also in some cases the stuff that should be censored can be small around 30 seconds also.

Why not just record , post edit and upload so people can only see/hear what you want them to see/hear (or just dont discus the topic)

Well we are recording and then editing and then posting on youtube 1 day later but it would be better if we could do it live.
Not discussing those topics is hard sometimes things slip out.
