On my laptop I’ll be using the headphone connection with a 3.5mm lead to an amp for the audio in-house. Can I use a splitter so I can monitor all audio here during the live stream as well as in-house audio feed?

Connecting the amp directly to the 3,5mm ash jack is not the best way.
you can use a small audio mixer such as the yamaha MG06X
with the integrated usb channels, you can even use additional audio outputs on the Notebook for the audio in-house

Thanks for the info, I was a bit concerned around the headphone Jack. I’ll look and see if I can get a USB Dac with headphone monitor and digital out.
