Whether an added option or the default behaviour, I think borders should be applied post-scale.

If you have two layers, both with a border of e.g. 10, but one is scaled to 0.3 and one is 0.6, the border will appear twice as thick on the 0.6 layer.

This also reduces the quality as scaling is applied to the border so aliasing and pixel blurring occurs.

If applied post-scale (it is already post-crop) then borders on layers of all sizes will be consistent and higher quality, and will look better during scale animations (merges).

If you need a solution in the meantime, I assume Mix inputs would solve your problem.

Could you explain what you mean by this please? I'm familiar with mix inputs but I don't see how this affects layer borders.
