I have two systems one with 2070, the second with 3070.
I found in reasonable price two RTX 4000 (not RTX A4000).

Is RTX4000 better that 2070 or 3070? I know about the limitation of encoders.

You want to be looking at CUDA core counts.

2070: 2304
3070: 6144
2070: 2304

This being said- the main benefit of the RTX4000 is the unlimited encoders (and other software features like Mosaic).
