Tabbing between values in the layer designer does not allow editing.
If you know the pixel positions you want to move a layer to, you can click on the X value to enter that number, tab will select the Y value but then all input is ignored.
Sometimes you can click a value and input is ignored, it seems you have to double click to select the value first.
