I have two group of sports medicine facilities here in the USA that are wanting to show a video clip then transition to TV for a set amount of time then play another video clip. This will loop throughout the day. Can vMix do this?

Yes, vMix could do this.

You'd need a suitable host, and a tuner, or other mechanism by which to receive the "TV" signal.

If your source is a cable TV box that might be an HDMI capture card. You could receive the TV stream via a web page(similar to YouTube) directly into vMix.

That said, you might be better off seeking a solution based upon some digital signage software. That could be less hardware intensive and easier to remote manage.

As mjgraves sais, if you can capture the TV signal into vMix, then it is just a matter of using and configuring the PlayList feature in vMix on a loop.
