Plug VGA splitter cable into laptop VGA out port.
Plug 2nd monitor into 1st cable of VGA splitter cable.
Plug VGA to RCA adaptor into 2nd cable of VGA splitter cable.
Use RCA Yellow (Composite video) out from adaptor and use an RCA cable to connect to your VCR video in.
You will likely need to connect audio from speaker or headphone jack (3.5mm jack to RCA cable).

Again, I've never tried this and have no idea what the 'quality' will be like, but in theory, it should work.

Get the USB DisplayLink device that @ask discussed earlier. Then connect it to this HDMI to AV Converter (http://www.walmart.com/ip/Cirago-HDM2ACRCA-HDMI-to-AV-Converter-White/44503460) then connect your vcr to the Yellow/Red/White RCA Jacks.

Try this,
This converter box will convert a VGA computer display signal into a composite (Yellow RCA) and/or S-video TV display signal
It even has a VGA pass through so that you can keep your computer monitor connected while sending a signal to the TV

The converter Video Dave shows will work, but most of those VGA converters limit the resolution of the incoming signal to 1024x768. The HDMI converter I referred to can convert a full 1080x1920 signal to the RCA Composite for recording to your vcr. Both will work.
